The City of San Antonio’s Cultural Plan

The Cultural Collaborative Division oversees the implementation of San Antonio’s Cultural Plan and manages special arts and cultural projects which foster the growth of San Antonio’s creative economy.

The Cultural Collaborative (TCC) is San Antonio’s ten-year plan to support the growth and recognition of San Antonio’s creative economy.

TCC Vision: Because the creative expressions, both traditional and contemporary, of our diverse cultures and communities nourish us all, the people of San Antonio are committed to the expansion of resources, leadership, and infrastructure to support a healthy creative economy that benefits residents and visitors alike.

TCC Goal: To support the growth and recognition of San Antonio’s creative economy.

TCC Objectives:

Five major objectives that anchor the successful implementation of the TCC are:

  • access
  • economic development
  • community awareness
  • authenticity and creativity
  • resources

Ensuring cultural equity is an ongoing goal concurrent with achieving the plan’s stated objectives for the development of San Antonio’s creative economy.

TCC History/Governance

In 2003, as part of the Department for Culture & Creative Development (DCCD) mission, the office initiated the development of San Antonio’s first city-wide cultural plan.  As a result, The Cultural Collaborative was developed and approved by City Council in a focused effort to support the growth and recognition of San Antonio’s creative economy.

As a 10-year action plan, TCC serves as a framework to strengthen the city’s cultural infrastructure and pave way for the implementation of initiatives that will make a substantial difference to the heart and soul of the San Antonio community. Since its adoption in 2005, TCC has worked specifically to support arts education in schools, and the expansion of neighborhood cultural activities for San Antonio’s youth.  To date, 71% of plan strategies have either been initiated or fully implemented.

TCC is advised by a 17-member TCC Implementation Committee, appointed by the Mayor, to oversee implementation processes. Currently, TCC Implementation Committee is comprised of non-profit, business and community leaders who have committed themselves to support city-wide arts and cultural events and who recognize the critical need to secure creative opportunities for future generations.

TCC implementation projects are managed by the Department for Culture & Creative Development, City of San Antonio.
